Per CA Civil Code 2080.4 – 2080.6, unclaimed property can be disposed of or auctioned.

If the owner is unknown, CA Civil Codes 2080.1 & 2080.3(link is external) require the finder of lost propertyto turn the property over to the police department. If the reported value of the property is $250.00 or more and no owner appears and proves ownership of the property within 90 days, a notice of the property must be published at least once in a newspaper of general circulation.  If, after seven days following the publication, no owner appears and proves ownership, the individual who found the property can claim title to it.
